D9D9 AMLC and Anti Money Laundering Rules for Casino Players
The AMLC is the Anti-Money Laundering Council, the body that enforces the Anti-Money Laundering Act (RA 9160).
| Fact | Value |
|---|---|
| D9D9 CICC and the 1326 Hotline | The CICC is the Cybercrime Investigation and Coordinating Center, an inter-agency body created by Section 24 of RA 10175, the Cybercrime Prevention Act of 2012. |
| D9D9 Curaçao Gaming Authority | The Curaçao Gaming Authority is the regulator that licenses and supervises Curaçao's online gaming sector under the National Ordinance on Games of Chance, in force since 24 December 2024. |
| D9D9 Mirror Site | A mirror site is a second address that opens the same casino as the first. |
| D9D9 Offshore Gambling | Offshore gambling means the operator holds its licence in another country, such as Curaçao, while serving players elsewhere. |
| D9D9 Website Legit Checker | To check whether a website is legit yourself, read the address letter by letter, remember the padlock only proves encryption, note who the footer names, look that name up on the regulator's own list, check the domain record, and refuse any off-site payment request. |
The AMLC is the reason a cashier or wallet asks who you are, and understanding it turns an annoying request into a predictable one. It belongs under the casino license checks topic because a casino that follows the anti-money-laundering rules is one that expects to be asked about its licence.

What the AMLC is
AMLC stands for the Anti-Money Laundering Council. In the law it is the body that petitions the court for freeze orders and, together with PAGCOR and other regulators, writes the rules for casinos.
| Body | Role in the casino rules | Where it appears |
|---|---|---|
| AMLC | Petitions for freeze orders; co-writes the casino rules | RA 10927, Sections 4 and 5 |
| PAGCOR | Co-writes the casino rules with the AMLC | RA 10927, Section 5 |
| Court of Appeals | Issues the freeze order | RA 10927, Section 4 |
Its own site is amlc.gov.ph; read it for the current rules and forms.
Anti money laundering in plain words
Anti money laundering rules exist so that money from a crime cannot be passed through a business and come out looking clean. Casinos are a classic route: deposit, play a little, withdraw.
The rules therefore ask a casino to know its customer. Section 9 of the original 2001 law says covered institutions shall establish and record the true identity of their clients based on official documents.
- You register with a mobile number and password.
- The business asks you to prove who you are with an ID.
- The business may ask where larger amounts come from.
- Your payment goes through a wallet or bank that runs its own checks.

RA 10927: what changed for casinos
RA 10927 was approved on 14 July 2017. It amended the Anti-Money Laundering Act to put casinos inside it.
| Point | What the law text says |
|---|---|
| Who is covered | Casinos, including internet and ship-based casinos, for their casino cash transactions related to gaming operations |
| Covered transaction for casinos | A single casino transaction above five million pesos (PHP 5,000,000) or its equivalent in another currency |
| Casino cash transaction | Receipt of cash by a casino from or for a customer, or payout of cash to a customer or someone on their behalf |
| Rules | AMLC, PAGCOR and other regulators jointly issue them within 90 days of the Act taking effect |
| Freeze order | Up to 20 days at first, with a total of no more than six months |
The PHP 5,000,000 figure is the line for a covered transaction. It is not a limit on what you may stake, and the identity duty in the 2001 text is not tied to it.
Why a cashier asks for ID and source of funds
The ID request comes from the duty to know the customer. A question about where money came from comes from the rules the AMLC and PAGCOR wrote under RA 10927; their detail sits in those rules, not in the Act, so read them at amlc.gov.ph and pagcor.ph.
A casino asks for an ID and you are worried it is a scam.
Check where the request appears. A request inside the lobby you opened by typing the operator’s address is normal. A request from a chat message that sends you to an unfamiliar address is not; run the steps in the website legit checker routine first.
An honest operator also does not ask you to pay a fee to finish an ID check.
How the AMLC rules sit beside licensing
The AMLC rules and a licence do different jobs. A licence says who may operate; the AMLC rules say how a covered operator must treat customers’ money. Neither is a rating.
- Find the company the casino’s footer names; the ending N.V. and the registry number are read on the Curaçao Gaming Authority register page.
- Check the regulator’s own register, as shown for the Curaçao Gaming Authority.
- Check whether several brands run on one platform, as the white label section of the mirror site page describes.
If your own money is gone, the place for a report is the CICC; see the CICC reporting page.
